New rules in the Customs Code will make import in the EU much easier

24th on April, the Verkhovna Rada of Ukraine adopted in the first reading bill No. 10411 aimed to implementing Customs Code norms of the European Union in Ukrainian legislation.

The beginning of 2024 was marked by several changes in customs legislation, about which we inform our customers. Today we will talk about draft law No. 10411 "On amendments to the Customs Code of Ukraine regarding the implementation of some provisions of the Customs Code of the European Union".

 

What does this mean for Ukrainian business? 

Import goods in the EU much easier:

The new rules will simplify customs procedures and reduce bureaucracy, facilitate for Ukrainian companies to export to Europe. 

Convergence with European standards:

Harmonization Ukrainian customs legislation with European legislation will contribute to the creation of equal conditions for doing business and improve the investment climate in Ukraine. 

Fulfillment of obligations to the EU:

Bill adoption is an important step to full integration of Ukraine in the European Union. 

 

What is changing in customs regulation? 

New terms and European terminology: 

The Customs Code will be updated according to European standards, which will facilitate for Ukrainian companies understanding and application of the customs legislation. 

Customs representation: 

The concept of customs representation is being introduced, which will enable companies to delegate authority on customs issues to specialized companies.

Uniform rules for customs regulations: 

Provisions on customs regulations such as importation, temporary importation, processing and transit are generalize and facilitate. 

Convenient rules movement of goods:

  • The possibility of moving goods under customs control without transit registration. And also - expansion of the list of ordinary transactions with goods and clear regulation of their implementation.
  • Understandable and simplified rules for completion and termination of customs regimes.   

 

Compliance monitoring

  • Strengthening monitoring of compliance with authorization conditions for placing goods under customs regime.
  • Bringing the provisions of the Code on delivery, presentation and temporary storage of goods under customs control according to EU Regulations.
  • Improving storage rules precisely and vehicle storage rules in customs warehouse.
  • Rule changes regarding some types of activities, control over production is carried out by customs authorities. 

 

Intellectual property protection: 

Strengthening measures of intellectual property rights protection when moving goods across the customs Ukraine border.
